Jeff is a member of Winstead PC’s public finance group in Austin, Texas. He represents both governmental issuers and nationally recognized underwriters in both traditional and non-traditional bond transactions. Jeff’s primary focus is in financing complex public-private revenue generating projects, including transportation, privatized student housing, and energy development. Jeff is experienced in negotiating favorable financing covenants for his clients, as well as advising underwriters on important securities laws disclosure and compliance issues. Jeff graduated from Brigham Young University with a B.A. in English and earned his J.D. from the University of Texas, School of Law.
Jeff’s involvement with KIPP Austin began in 2013, when Winstead provided legal assistance for the school to finance its renovation and expansion from an enrollment capacity of 3,870 students, to a final enrollment capacity of 5,619 students. Jeff joined KIPP Austin’s finance committee in the Fall of 2015.
